Official summary
This preliminary information communication provides information to the technician of diagnostic instructions to take when the key will not fold into the fob or will not stay in the folded position. The technician may comment that the key in the fob will not fold close or stay latched closed. Damage to the folding mechanism could result from storing the key in the door lock cylinder and accidently bumping or making contact with the key fob. Please advise all dealer personnel to refrain from storing the key in the door lock even for brief periods.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
