Official summary
This Preliminary information communicates that trucks built at Oshawa assembly utilize a powder anti-chip material process for stone guard protection, which does not have a textured appearance. The anti-chip performance meets all engineering criteria for durability and quality without a visibly textured surface. Trucks built at Flint, Fort Wayne, and Silao will have a textured appearance to the stone guard protection.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
