Official summary

Revised TSB. The Subaru Lock Information Site (SLIS) is located at http://lockinfo.subaru.com, and provides information on how to obtain immobilizer codes and key cut codes for Subaru vehicles from the 2000MY to present. This bulletin identifies the equipment required to initialize (reset) the immobilizer code and cut the key blanks, for both immobilizer and non-immobilizer type keys. Subaru of America began using immobilizer systems in some 2005MY vehicles (please refer to Immobilizer Chart for more detailed information).

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
