Official summary
This Preliminary information communicates an issue that after starting the vehicle intermittently they are unable to shift out of Park with a "Conditions Not Met" message. Engineering is working on releasing improvements to the infotainment screen boot up time. In the meantime, wait for the infotainment screen to boot up and then you will be able to shift from park.
