Official summary

Some 2013-2016 c-max phev vehicles may exhibit an intermittent stall/no crank with a stop safely now warning message in the instrument panel cluster (ipc) with battery energy control module (becm) dtcs u3012,p0b37, and/or secondary on-board diagnostic module c(sobdmc) p0a0a. Inspect low voltage interlock circuits, cyb03 and cyb04 for an intermittent short to ground. Inspect the circuits for wire chafing on the 10b689 harness near c4002 between the traction battery cover plate and the traction battery, remove the affected circuit from the connector, apply heat shrink tubing over the chafed area

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
