VEHICLE DESCRIPTION: CERTAIN TRANSIT BUSES FAIL TO COMPLY WITH FMVSS NO. 121, "AIR BRAKE SYSTEMS." THE REAR BRAKE RELEASE TIME CAN EXCEED THE REQUIREMENTS.
