Official summary
After an HV inverter replacement, there is no instruction in the WSM to perform Initial Learning of the Electric Motor Speed Sensor. This is required after replacing the inverter or electric motor. As a result, when attempting to start the vehicle, the Internal combustion (ICE) engine will start and then stop with DTC P0C17 stored. If this DTC is set, refer to P0C17:00 [SGC2/DMCM (e-SKYACTIV PHEV)] in the troubleshooting manual. NOTE: When attempting to complete the Learn of Electric Motor Speed Sensor with MDARS, it will be unsuccessful until the vehicle is shut off and left undisturbed for 1

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
