Official summary
Some customers may complain about a creaking, knocking, rattle or clunk noise coming from the steering column while driving. A steering column nut loosens due to excessive load when driving on irregular roads. To eliminate this concern, the tightening torque for the steering column nut has been increased.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
