Official summary

Some vehicles may exhibit that the active air shutter is working, but DTC P05A0:00 (Active air shutter: Opening angle abnormality (sticking)) is stored in memory. This is caused by improper control software of the PCM detecting the DTC immediately without performing the failsafe operation. When the active air shutter detects unusual torque, it is designed to repeat the open/close cycles up to three times as a failsafe to try to remove the objects which temporarily disturbed the movement. To correct this concern, the control software of the PCM has been modified.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
