Official summary
Some 2015-2019 Mustang GT/GT350/GT350R Coupe vehicles equipped with Michelin Pilot Sport Cup 2 tires may exhibit tires which appear to have worn treads even when the tires are new or have low miles. This may be due to the fact that these tires come from the factory with a tread design which has shallower tread depth than most tires. There are also fewer grooves molded into the surface of the tire, with some areas of the tire showing no tread at all. Before condemning these tires as excessively worn, ensure that you are familiar with how these tires appear when new.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
