Official summary

Some 2017 and 2018 Fusion vehicles equipped with the 2.5L engine and built on or before 18-Aug-2017 without active grille shutters may exhibit a concern of a discharged battery. Battery drain may be a result of key-off load conditions resulting from the powertrain control module (PCM) remaining powered after stop/start button cycling. PCM battery drain may not be reproducible under some circumstances, especially after a battery has been discharged or if the battery has been disconnected. Follow the Service Procedure steps to correct the condition.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
