Official summary

Supersedes Technical Service Bulletin Group 40 number 10-04 dated April 1, 2010. Oil appears on one or several shock absorbers. Oil may appear on a shock absorber. As a result of a leak because the shock absorber is damaged. As a result of residue from when the shock was filled during production, or of slight condensation in the seal area. This small amount of oil is for lubrication and it reduces wear on the seal.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
