Official summary

This Preliminary Information communication provides information to the technician about vehicles that have an engine crank no start condition. Technician may find no fuel injector pulse and Diagnostic Trouble Code P0645. Technician should inspect fuse in the under hood fuse panel, position #37. If the fuse is found open replace the fuse and revaluate. If the fuse is not open proceed with Service Information diagnostics to determine the cause.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
