Official summary

Mini: water leak from the front doors. After heavy rain, the carpet may be wet in the area near the rear of the front doors or in the footwell area. Water which is allowed to enter the vehicle at the top rear edge of the door is not able to drain out through the bottom of the door seal. As a result, the water travels along the door seal and into the passenger compartment. *pe

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
