Official summary
Some 4x4 vehicles may exhibit a pop / clunk noise during turns, turning onto uneven surfaces or when driving over bumps. Engineering has determined that this may be caused by an under torqued upper front sway bar bolt which attaches the upper sway bar endlink through the endlink frame bracket to the frame. *tt

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
