Official summary

This bulletin states that certain models now have different brake pedal feel due to the brake booster characteristics. With newer cars, the brake booster is more sensitive to changes in the vacuum from the engine, which may result in slight variations in booster reinforcement / pedal travel. A customer is most likely to notice this pedal height variation when applying the brake pedal for an extended period, for example, while sitting at a stop light. This variation is normal and does not affect the function or efficiency of the brakes. *tt

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
