Official summary
Some vehicles may exhibit moisure in the crankcase which may enter the pcv fitting in the upper intake manifold or fresh air line, freeze, and cause pressure in the engine crankcase. The result of this pressure can be an engine oil leak from the top of the oil level indicator tube (dipstick tube). It is also possible, but less likely, that ice may build up on the throttle plate or the throttle body and cause throttle sticking. *tt
