Official summary
A/c blows hot air. Air blows through defrost or panel outlets only. Flashing hvac indicator lights/led's are intermittent w/o explanation. Hvac control is locked, cannot abort. Hvac control suddenly goes dead. Hvac control has blinking led's that do not correspond to fault code. Check for hvac control led match and perform tests as indicated. If no defect found, it is possible a wire may be shorted to gnd or has an intermittent connection. If hvac control symptom is that it suddenly goes/went dead, check for a loose/unseated 21-way connector behind the hvac control.
What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
