Official summary

Bulletin does not apply to vehicles that have had the powertrain control module reprogrammed on tsb 18-20-95reva, 18-38-95, or 18-39-95 dated dec. 8, 1995. Sag or hesitation during operation in ambient temp below 32 degrees f, w/ high humidity, and usually after the vehicle has been sitting overnight. Repair involves selectively erasing and reprogramming the powertrain control module (pcm) w/ new software (calibrations).
