Official summary
A 'clunk' noise may be heard while turning at slow speeds (5-15 mph/ 8-24km/h). This may be caused by incorrect torquing of the lower control arm-to-chassis bolts during the manufacturing process. The bolts are self-locking and will not back out, but must be retorqued to the higher torque valve to resolve the noise concern.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
