Official summary
General motors has determined that certain 1993 m/l and g vans equipped with cruise control may experience a condition at temperatures below 32 degrees fahrenheit, where the transmission will not shift out of park with the brake pedal depressed. To prevent this condition from occurring, dealers are to replace the cruise control vacuum release valve, and check and adjust the btsi solenoid cable as needed. *tw

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
