Official summary
Some 2021-2024 Mustang Mach-E vehicles may exhibit only continuous memory diagnostic trouble code (DTC) U2016:47 stored in the power steering control module (PSCM) after a self test is performed with the Ford Diagnosis and Repair System (FDRS) scan tool. If the vehicle does not exhibit any observable symptoms such as lack of/reduced power steering assist, disabling of power steering assist features and/or power steering assist fault messages displayed on the instrument panel cluster (IPC), this DTC should be ignored. No further service action is required.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
