Official summary
Certain 2021-2023 model year Kona, 2021-2023 model year Kona Electric, and 2022-2023 model year Kona N vehicles may experience an inoperable horn that may be caused by foreign substances causing internal parts to oxidize. At Hyundai, we are committed to providing vehicles of outstanding quality and value. In an effort to meet this commitment, the warranty coverage for the horn assembly replacement has been extended to 10 years / 120,000 miles from the date of original retail delivery or date of first use (whichever occurs first) and is valid for original and subsequent owners.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
