Official summary

Emission Recall - General Motors has decided to conduct a Voluntary Emission Recall involving certain vehicles with a 1.2L engine. The engine control module may not properly control engine ignition timing following certain Auto Engine Stop/Start events. If this were to occur, the Malfunction Indicator Lamp (Check Engine Light) would illuminate, and the engine may run rough or knock. In some cases, if the vehicle is driven with engine knock, engine damage could occur. Proper engine ignition timing control will resume following a subsequent Auto Engine Stop/Start event. Dealers are to reprogram

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
