Official summary

Some customers may experience that the passenger-side outer door mirror glass tilts down when unlocking and opening the driver's door. This is caused by a door-electrical supply unit malfunction due to changes in the vehicle power conditions. Alternatively, after the passenger-side door mirror tilts down in response to reversing, it does not return to its original position even when the reverse is disengaged. To eliminate this concern, the control software of the door-electrical supply unit (passenger's side) has been modified.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
