Official summary
Customer Satisfaction Program. Due to the industry-wide semiconductor shortage, the heat feature on the steering wheel is not functional on certain vehicles listed above, built beginning November 17, 2021. The affected vehicle owners should have been made aware of the condition at sale, and notified that once parts are available, they would be eligible for a no additional cost retrofit to enable the feature. Dealers are to replace the steering wheel assembly.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
