Official summary
Some 2020-2021 Transit vehicles equipped with factory keyless entry remote may exhibit a broken flip-key at the base of the fob. For customers that may require a more robust key due to high key cycle activity, a mechanical key (Rotunda part numbers: pre-cut 164-R8290, uncut 164-R8289) can be programmed to the vehicle and used in conjunction with the original fob that has the broken flip-key for the remote keyless entry functions. A broken key can still be replaced with the current service part, which is a like-for-like replacement. To program the keys, refer to Workshop Manual (WSM), Section 4

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
