Official summary

WARRANTY EXTENSION: DEALER PARTS AND SERVICE MANAGER MEMO - This document is the announcement to the dealer Parts and Service Managers that Kia is extending the New Vehicle Limited Warranty coverage for repairs related to low-pressure fuel pump failure for 2016-2020 MY Optima vehicles manufactured at a Kia assembly plant in the U.S. from 5 years/60,000 miles to 15 years/ 150,000 miles, whichever comes first, starting from the date the vehicle was first put into service. This warranty extension is to address certain concerns related to the potential failure of the low-pressure fuel pump.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
