Official summary
Owner Notification Letter - Our records indicate that a PRODUCT UPDATE has not been completed on this vehicle (Vehicle Identification Number XXXXXXXXXXXXXXXXX). On your 2019 CR-V, after the vehicle is parked for an extended period, the powertrain control module (PCM) begins an evaporative system leak check after meeting certain criteria. Under certain conditions, the PCM will not return to sleep mode, and may ultimately result in a dead battery. This is not an indication of a leak in the evaporative system.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
