Official summary

Some 2021 Broncos equipped with exterior zone lighting may experience an intermittent single hazard lamp flash when hazards are turned off. This condition is due to a software issue within the vehicles body control module (BCM). This fault is induced anytime a customer activates then deactivates exterior zone lighting lamps while the engine is OFF. This may generate a single hazard lamp flash when the engine is shut off or during an engine auto-start-stop event. Inform customers that this condition can be temporarily corrected by activating then deactivating the exterior zone lighting feature

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
