Official summary
IF YOU CONFIRM: "Brake Judder" during braking, especially when braking at highway speeds. Symptoms of "brake judder": - steering wheel shake - body vibration - brake pedal pulsation IMPORTANT NOTES: If any symptom above occurs when cruising or coasting (not braking), it is not "Brake Judder" and may be tire/wheel related. DO NOT CONFUSE "Brake Judder" with the rapid consistent-speed pedal pulsation that may be felt and only occurs when ABS is activated during hard braking or on slippery road surfaces. ACTION: 1. Inspect the front brake rotors to determine if "machining" ("turning") is possible

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
