Official summary

SERVICE INFORMATION Applied vehicles equipped with a CVT have a "cap" that appears to be a fluid level gauge. This "cap" will NOT have a gauge or "dipstick". This is normal. Do NOT replace the "cap" because it is thought to have a "dipstick". The fluid level is not checked from this location. The fluid level for applied vehicles is checked from the oil pan (refer to the appropriate section of the Electronic Service Manual [ESM]). Whenever checking, filling, or topping off a CVT's fluid level of an applied vehicle for any reason, use the procedure outlined in the appropriate section of the ESM.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
