Official summary
SERVICE INFORMATION The "Reverse Tilt-Down" feature will move the glass on the outside mirrors downward when the gear selector is placed in the Reverse (R) position. As the mirror glass moves downward, it may reach the end of its travel. If the mirror glass reaches the end of its travel it will make a clicking noise. The clicking noise may occur once or multiple times. IMPORTANT: - The clicking noise described above is a normal function of the mirror glass movement. - Do not replace the door mirror assembly in an attempt to repair this normal function.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
