Official summary

Rear brake squeak noise during slow speed driving. Some vehicles may exhibit a squeak type noise from the rear brakes when driving at approximately 6-12 mph (10-20km/h) with or without light braking. The noise usually occurs when driving immediately after the parking brake is released. The noise may be caused by poor bake pad adhesive tape contact.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
