Official summary
Vibration felt through floor/seat/steering wheel at approx. 25-30 MPH. The bibration may be caused by wear on the inner surface of the tripod joint case (inner side of front drive shaft). To eliminate this concern, a coating has been applied to the inner surface of the tripod joint case to improve wear resistance

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
