Official summary
When the engine is started for the first time after parking overnight in cold weather (below freezing), some vehicles may exhibit the check engine light on with DTC P0451 (fuel tank pressure sensor: sensor characteristic malfunction) stored in memory. This concern may be caused by an increase in discharge resistance due to water accumulated and frozen in the canister vent hose.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
