Official summary

This Preliminary information communicates that If the K114B HPCM2 module is reprogrammed for any reason using normal Service Programming on a 2019 model year Bolt EV, the vehicle will be limited to 90% state of charge on the propulsion battery. Vehicles not involved in the safety recall N20231173 will also have the 90% limit if programmed. Customers may complain that EV range was reduced if the state of charge is unnecessarily limited.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
