Official summary
Some affected vehicles may display an illuminated Malfunction Indicator Lamp or be hard to start after being parked during subâ  freezing weather. Nearby residual EGR gas freezes the Electronic Throttle Valve (ETV) at cold ambient temperatures (approximately 23 F / -5 C). The frozen throttle valve causes MIL illumination for P2100 detection.
