Official summary
This is a TSB that was sent to dealers to inform them that customers may report a fuel smell coming from the HVAC vents when the engine is ON and recirculation mode is OFF. This may be caused by some fuel residue in the inside wall of the breather hose permeating through the outside of the hose. This TSB instructs dealers to replace the breather hose and the vacuum pipe and hose assembly.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
