Official summary

On a certain few Model 3 vehicles, the steering shaft sleeve diameter is too large, and might preload the steering shaft boot bearing so as to cause a squeaking noise to come from the steering shaft boot when the steering wheel is turned. The squeaking noise is most prevalent at lower ambient temperatures, and might diminish as the temperature rises. This is exclusively an NVH issue and does not affect steering functionality.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
