Official summary

Some 2019 Mustang and F-150 vehicles built on or before 8-Jan-2019 and equipped with a 5.0L engine may exhibit an illuminated malfunction indicator lamp (MIL) with diagnostic trouble codes (DTCs) P1289 and/or P017D stored in the powertrain control module (PCM). This may be due to cylinder head temperature (CHT) sensor. To resolve the condition, replace the CHT sensor.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
