Official summary
If error message ?Steering Assistance Temporarily Reduced? is displayed in the DIM while cranking and DTC PSCM-U30031C is stored, follow advice under Service section below. This is just a message and steering assistance is not affected. The condition could occur during start/stop activations. After cranking the steering assistance become normal and the error message disappears. The DTC indicate that one of the internal switches in the BCSM may be in the wrong position when cranking (during start/stop) and it could result in symptom similar to poor main battery state of charge (SOC).
