Official summary

Some customers may experience a Blind Spot Monitoring (BSM) system that does not detect a vehicle in the BSM alert area. The BSM indicator light on the outer door mirror glass will not illuminate and no DTC's are stored. The BSM system may operate when switching the ignition switch OFF, then ON. This may be caused by low battery voltage that stops its operation during the drive cycle, even if the voltage recovers. To eliminate this concern, the BSM control module logic has been modified to not to stop its operation when the voltage recovers.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
