Official summary

"Service Action: Retrofit of the Engine Coolant Temperature Sensor. Internal corrosion could form in the engine coolant temperature sensor. This corrosion leads to internal bridging of the contacts, which can cause an inaccurate engine temperature reading. This false reading could lead to difficulty in the engine starting and/or a ""Service Engine Soon"" lamp being illuminated."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
