Official summary
Some 2015-2017 Mustang GT350/GT350R vehicles built before 30-Jun-2017 may exhibit an Exhaust Mode Selection Not Available or Drive Mode Not Available message displayed in the instrument panel cluster (IPC) when attempting to change the exhaust mode or drive mode. This may be due to an exhaust tailpipe valve that has frozen in place when the vehicle was started or driven in temperatures at or below freezing. Follow the Service Procedure steps to correct the condition.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
