Official summary

Steering Wheel Does Not Return to Center. INFORMATION Do not replace any parts for this complaint. The return behavior is inherent in the design of the EPS. An EPS "break in" period of approximately 625 miles is required. Once this phase is completed, the level of friction is significantly reduced and no longer affects the return to center. Please use this information to educate the customer on the "break in" period of the EPS. WARRANTY INFORMATION Not applicable. What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
