Official summary

"IHKA - Blower Runs in Emergency Mode. After the ignition is turned off and the vehicle is locked, the heating and air conditioning blower motor runs continuously. The next time the vehicle is started there may be the CCM (Check control message) displayed for ""Increased battery discharge"". CAUSE The blower output stage receives an invalid LIN bus signal during operation and switches to emergency mode. The blower will continue to run with the specified emergency mode after the ignition is turned off and the vehicle is locked."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
