Official summary
HOOD DOES NOT RELEASE PROPERLY. Hood lever is pulled twice but the hood only achieves the pre-latch position on one side while the other is still latched. Downward pressure on the side of the hood that remains latched will release it to the pre-latch position. After pre-latch position is achieved on both sides, the hood unlatch lever must be pulled again to achieve unlatched position. Hood latch mechanical release is not operating properly. Neither hood latch can be released to the fully open position until both have achieved the pre-latch position.
