Official summary

Some vehicles may experience a lack of power and the check engine light on with DTC P061B:00 stored in the PCM memory when engine cranking is interrupted. This concern most likely occurs when the brake pedal is released during engine cranking. DTC P061B:00 - [PCM] Internal control module torque calculation performance problem. Due to an improper control logic of the PCM, the engine torque calculation error detection is too sensitive. To eliminate this concern, the PCM software has been modified.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
