Official summary

The procedure to program keys on 2015-2018 Transit vehicles depends on if the vehicle is equipped with the Passive Anti-Theft System (PATS). Keys for PATS and non-PATS vehicles look the same, there is no visual difference. Vehicles with PATS have a plastic ring around the ignition lock cylinder and transponder. On the OASIS page, PATS vehicles can be identified by clicking on the Additional Information link and using the search function (Ctrl + F) to find IMMOBILIZER. Vehicles with LESS ENG IMMOBILIZER THEFT SYS do not have PATS. Refer to Work Shop Manual (WSM), Section 501-14 for programming

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
